Kisah tragis itu membuat Kim Ji Yong bertekad menegakkan keadilan dan menghukum para pelaku kejahatan dengan tangannya sendiri hingga mendapat julukan Vigilante.
Episode awal akan memfokuskan pada kehidupan pribadi Kim Ji Yong. Meskipun merupakan mahasiswa di akademi kepolisian yang dikenal sebagai teladan di kampusnya, Kim Ji Yong memiliki sisi gelap sebagai pemburu kriminal di jalanan.
Meskipun Kim Ji Yong terlihat sebagai mahasiswa yang patuh hukum dan beraktivitas normal seperti bermain basket dan makan bersama teman-temannya, tidak ada yang tahu bahwa ia telah menjadi Vigilante yang memutuskan untuk menegakkan keadilan di luar batas hukum.
