Pelantikan Kapita Babullah sesuai dengan amanat Kesultanan Ternate terkait dengan peran Kapita Babbulah di setiap kampung, pada pukul 11.00 WIT dilaksanakan di Kelurahan Jati, Kompleks Jati basar RT 12 RW 06 ,Kecamatan Ternate Selatan, Kota Ternate, Maluku Utara. Prosesi adat pelantikan Kapita Babbulah Jati yang di anugerahkan pada Usman kene. Dimana pelantikan yang berlangsung di kediaman Usman Kene selaku Kapita Babbulah Jati, pelantikan di awali dengan pembacaan doa dan seresahan prosesi pelantikan.
Ilyas Bayau sebagai tulilamo Kesultanan (sekertaris kolano dan adat) Kepada Lentera Inspiratif.com, minggu (03/12/2017) di tempat acara mengatakan, amanat dari kolano yang di sampaikan dan selenggarakan oleh seluruh perangkat adat kesultanan ternate, sudah menjadi hal yang rutin jika terjadi kekosongan.’ucapnya
Ilyas Bayau menambahkan, Kapita Babullah, karena ada Kapita Soa di mana ada Kapita di kampung maka di sebut dengan Soa dan Kapita Babbulah walaupun bukan Soa tapi ada, kita menengok kembali ke sejarah bahwa Sultan Babbulah waktu itu mempunyai pasukan yang paling banyak sepanjang sejarah dengan ratusan bahkan ribuan untuk mengusir kaum imprialis. Maka dengan mengenang hal tersebut Kapita Soa dan Kapita Babbulah di setiap kampung itu harus ada.’tuturnya
Lanjutnya, pelantikan Kapita Kabbulah dan Kapita Soa di setiap kampung tersebut merupakan bukan atas kemuaan pihak manapun melainkan anjuran yang harus di jalankan sebab kerajaan ini memiliki hubungan dengan mahluk gaib.’lanjutnya
